Guangming Daily Reports the Views of Professor Li Shanmin
On February 21, Guangming Daily published an article on special pages titled "Guangdong-Hong Kong-Macao Greater Bay Area: Building The Most Competitive International Center for Science and Technology Innovation". In the report, Professor Li Shanmin of Business School - vice president of Sun Yat-sen University, explained some of the questions raised by netizens about the Guangdong-Hong Kong-Macao Greater Bay Area.
Here are some excerpts from the report:
Compared with Shanghai, Beijing and other cities, the features for Guangdong-Hong Kong-Macao Greater Bay Area building International Center for Science and Technology Innovation lie in internationality, industrialization and innovation.
Internationalization means that this is the gathering center of world-class scientific and technological resources. Hong Kong has a number of world-class universities with strong basic research strength. Macao leads the world in science and technology in some fields, and Guangzhou and Shenzhen also have many domestic first-class and internationally renowned institutions of higher learning. More importantly, Hong Kong implements the international free port policy, has a sound judicial and intellectual property protection system, and can attract world-class researchers and research institutions. At the same time, Hong Kong is an international financial center and an international trade center. It is very convenient for raising various kinds of research funds and for the top-notch research equipment to be imported into the country.
Industrialization refers to the rapid transformation of scientific and technological achievements here. The Greater Bay Area is one of the most dynamic innovation areas in the world, with a complete industrial chain, complete supporting industries and rich mid-end resources in the scientific and technological innovation chain. The higher education institutions and research institutes in Hong Kong and Guangzhou have accumulated a large number of technological and patent achievements at the front end of the technological innovation chain. Shenzhen is already an incubation base for international scientific and technological achievements. Hong Kong can provide a broad investment and financing platform. And the Pearl River Delta has strong manufacturing capabilities. All these allow the Greater Bay Area to have a broad market for transforming scientific and technological achievements.
Innovation means that this is the perfect test field for "two-wheel drive" of technological and institutional innovation. In addition to the institutional differences of "One Country, Two Systems, and Three Customs Zones", the Guangdong-Hong Kong-Macao Greater Bay Area also faces such obstacles as transit of research funds, cross-border movement of talents, taxation, intellectual property protection, cooperation among universities, and the systems of science and technology, etc. The resolution of the obstacles to scientific and technological cooperation in the Greater Bay Area provides effective ideas for other parts of the country and even international scientific and technological cooperation. The Guangdong-Hong Kong-Macao Greater Bay Area has three free trade zones, which can be used as a platform to boldly promote scientific and technological innovation and institutional innovation to serve the overall situation of national innovation.
At present, the construction of International Center for Science and Technology Innovation in Guangdong-Hong Kong-Macao Greater Bay Area is of unique significance to China's scientific and technological power. Especially since the Sino-US economic and trade frictions, we've become more aware of the importance of the core technology of bottlenecks. The Planning Outline calls for "building a global scientific and technological innovation highland and an important source of emerging industries". The point is that China can no longer follow the path of imitating innovation, but must have leading innovation. Our industrial development should also get rid of the old pattern, make efforts in emerging industries, and achieve "curve overtaking". But scientific and technological innovation cannot be done behind closed doors. Therefore, the International Center for Science and Technology Innovation must be a highly open area. The Guangdong-Hong Kong-Macao Greater Bay Area is undoubtedly the most suitable region in China at this stage.
